A members' motion was moved to advocate for the establishment of a 'baby fund' consisting of joint savings by the Government, families and third parties (such as relatives and friends of the fund holders); the fund should be used mainly for further studies, home acquisition and coping with critical illnesses, and can be combined with retirement protection.

Kenneth believes there are enough varieties of funds for parents to choose from and Government intervention is unnecessary. Given that the proposal is against the Hong Kong's free market economy principles, and is unlikely to help with the mobility of families, Kenneth voted against the motion.
